Statue Of Limitaitons For Mta Tickets?

My friend lives in NYC. They were given a turn style jumping ticket a very long time ago. I do believe in 1995 OR 2005. My friend never got a letter, or anything. Years later, my friend found out about the ticket. My friend owes 300 for jumping the turn style years ago. BUT the interesting part is the MTA told her the “limitation runs out” March of this year. My friend doesn’t want to throw money around; should my friend wait until it expires? Exactly what will happen on April 1st, IF the MTA doesn’t pursue this very old ticket. My friend doesn’t have the original ticket. My Friend MOVED; so they can’t prove the address the MTA has is wrong to begin with. What happens to that ticket on April 1st? Does my friend STILL have to pay? If it was issued in 1995-its 20 years old and by the MTA’s own admission “The statue runs out.” What does that mean? Does the debt get wiped?
